It is stated in a Canton report of the 18th September

that the picket boats have been ordered by the Strike Comittee to resume their patrol in the harbour. Moreover on the

16th September Brennan warned me by telegraph that he had received apparently reliable information to the effect that ten emissaries including one Portuguese had been sent to Hong Kong by train on the 14th September by the lerchant Federation with a view to supporting another general strike. All necessary precautions have of course been taken here but it is difficult to believe in the sincerity of the Canton Government in the light of this information.

In all these circumstances I recommend that our next step should be as follows:- His Majesty's Consul General to address an official letter to the Minister for Foreign Affairs Centon stating firstly that the desired assurance that British shipping above and below Hankow will not be fired on is not contained in the Canton note of the 14th September and secondly that while we have pleasure in knowing that it is not the policy of the Canton Goverment to give the strike pickets its support or to damage Hong Kong or to extend the boycott none the less as or to damage Hong Kong

for the boycott has lasted/more than a year on territory controlled by the Canton Government and is now being extended to Hunan and Hankow it is necessary to demand that all anti-British mani- festation in all territory controlled by the Canton Government shall cease forthwith failing which we shall take such action as seems to us proper.

It is my belief that the boycott can be quickly ended if we take firm action immediately and we cannot afford to miss this unique opportunity. I recommend that a reply to the above note should be demanded within 24 hours and should the reply be
